Paving Awards Overview
Each year WAPA, WSDOT, the American Public Works Association (APWA-WA) and the Washington State Association of County Engineers (WSACE) award those paving projects judged to be the most outstanding in the State. The awards are presented at WAPA’s Annual Meeting in November of each year for the previous years’ paving.

Types of Awards
WAPA/WSDOT BEST PAVING PROJECT AWARDS
WSDOT awards are selected by WSDOT and nominated by each Region based upon a rating system that includes, among other things, ride, pay factor and project complexity. The projects are then further evaluated by a special WAPA/ WSDOT committee that visits each project to closely judge the final product.
WAPA/APWA-WA BEST CITY PAVING PROJECT AWARDS
City awards, sponsored jointly by WAPA and the American Public Works Association (APWA) are given to the best City paving projects in the State – one east of the Cascades and one west of the Cascades. They are nominated by Cities and chosen by a special WAPA evaluation committee.
WAPA/WSACE BEST COUNTY PAVING PROJECT AWARDS
County awards, sponsored jointly by WAPA and the Washington State Association of County Engineers (WSACE), are given to the best County paving projects in the State – one east of the Cascades and one west of the Cascades. They are nominated by Counties and chosen by a special WAPA evaluation committee.
COMMERCIAL PAVING AWARDS
This award, sponsored by WAPA, is given to the outstanding paving project constructed for a private owner. Candidates are nominated by WAPA members and the winner is chosen by a special WAPA evaluation committee.
AIRPORT & SEAPORT/INTERMODAL YARD/HEAVY INDUSTRIAL PAVING AWARDS
The Airport & Seaport Paving awards, sponsored by WAPA, are given to outstanding paving projects performed at airports and seaports in Washington state. Airport & seaport paving are some of the most demanding construction environments with unique pavement designs, strict FAA or Port heavy duty pavement quality demands, heavy aircraft or container yard wheel loads and unique safety & operational considerations. They are nominated by WAPA members or by the aiport/ port owners and the winners are chosen by a special WAPA evaluation committee.
SPECIAL OR INNOVATIVE USE AWARDS
The Special or Innovative Use and Airport Paving awards, sponsored by WAPA, are given to outstanding paving projects that demonstrate a special or innovative use of hot mix asphalt. They are nominated by WAPA members and chosen by a special WAPA evaluation committee.
CARL MINOR AWARD
Awarded to the overall highest rated (i.e documented material quality, smooth ride, excellent “fit and finish” etc.) asphalt paving project in the State of Washington.
