About Us

The Washington Asphalt Pavement Association (WAPA) was formed in 1954, originally as the Asphalt Pavement Association of Washington (APAW), by a progressive group of hot mix asphalt producers from throughout Washington State.  Now, 65+ years later, the association is still going strong and represents the private companies that manufacture over 98% of the hot mix asphalt (HMA) produced in Washington.

WAPA’s membership roster also includes an impressive list of critical Associate Members from multiple industries, agencies and academic institutions.  The Associate Members are key partners in promoting quality and efficiency within the HMA paving community.

The purpose of our Association is to promote improved communication and understanding within the entire hot mix asphalt paving industry; influence fair and equitable design, specifications and inspection; protect the doctrine of free enterprise and competition; stimulate and encourage extensive research relative to the manufacture and use of hot mix asphalt pavement; educate within the industry for higher standards; promote lawful trade practices and ethical conduct; and act and function as an educational association on behalf of the asphalt paving industry.

Mission

Our mission is to further the use and quality of hot mix asphalt pavements through communication, research, education, innovative design, specifications and construction and to promote ethical conduct throughout the construction industry.

WAPA is committed to delivering a Smooth Ride for Washington’s roads, streets and highways via employment of well-trained crews and by the use of modern paving equipment, methods and materials.
